Is this is a group photo where you wish to place a bubble with text (?name) above, or, below the person?

We may understand 'tagging' in several ways:
- to add 'tags' that is keywords in the metadata section of the photo file. In Elements you can add special 'People' tags linked to people recognition or 'normal' tags in a custom 'People' category (they appear in the 'media' tab). You can also add a single note with the list of all the names of those persons, row by row.
- to print the names on the photo itself (or in a copy for that purpose)

Open the picture file,
Activate the Custom Shape Tool, and within that there is a "Talk Bubbles" library. Set your foreground color chip to white, and drag out a "bubble" above a person.
Activate the Type tool, and type the name. I did this for 3 people for demonstration. This is labor intensive and would seem to work for the top row and for the bottom row. The middle two rows are crowded.
Consider extending the canvas. Go to Image>Resize>Canvas size and extend the canvas height - try 130%. You have to click on the anchor point in the 12 o'clock position the get the extension below the picture. Here you can identify the folks in a row, left>right: name 1, name 2, name 3, etc
