Can I permanently delete an Adobe account and then make a new account with the same exact email as the last?

No.

Once an email address is used, it can't be use again for another account.

Once an account is canceled, it can't be restored.

This is so dumb, and frustrating. How many users every year do this (like me), and have their emails "banned forever" for no reason?
