Adding a white border and then a black frame to a photo

Using photoshop elements 15, I'm trying to add a white border to a photo and then add a black frame around the white border. I was able to do this last week by (1) in Expert, using Image - Resize - Canvas Size, and then (2) in Quick, selecting Frames and clicking on the plain black frame icon.  For some reason, this week it will not work.  When I try to add the black frame, it sometimes is place over and hides the white border, and sometimes it places the black frame inside the white border instead of outside.  I've also tried selecting the whole photo-and-white-border, then using Edit - Stroke (Outline) Selection - Outside. Although I've tried various settings for Stroke Width, I'm not seeing any black frame when done. Did I mess up a setting someplace? Or does anyone have an idea of what is going on?
