I don't know what color noise is.

There are burn, dodge, sponge, sharpen, blur & smudge tools which you can activate in the tool box.

If you are so inclined, post the picture here on the forum page for us to look at. You can do that via the "insert photos" icon at the top of the reply box.

What OS and version of Elements are you using? And are you editing raw or jpg files?

In Elements 2021, there is a color noise reduction slider in the ACR editor for raw files.
