When i run the adobe Camera Raw 17.4 installer it deactivates my Photoshop 2025. If i reinstall Photoshop it works until I install the 17.4 RAW plugin, then it"ll ask me to pay to renew my account.

Did you simply run the Camera Raw 17.4 installer?  That will not add the new version to Elements 2025.  You have to manually copy the new file from its installed location (which is for Photoshop CC, not Elements) to the Elements plug-in folder.

I just ran the 17.4 installer and it had no effect on my installation of Elements 2025, but I also have a subscription to Photoshop CC.  I can't see why it should have any effect on users that do not have a CC subscription.

So, do you have a new camera that requires ACR 17.4 for its raw files?  If not, there is absolutely no reason for you to install it.
