I have a student working in Photoshop Elements 2020. When he opens a Raw file, he isn't seeing an RGB histogram...just a luminosity histogram. Where is the control to bring back the RGB histogram?

Are you sure he is not using a greyscale mode file? The only other suggestion I could make is to reset the ACR to default:
