Are you on a Mac? I don't use Macs but the only posts I have seen with remotely similar questions were cases where Time Machine was used or the media were stored on a NAS.
For instance:
Elements Organizer 14 and 2019 on Mac OS Keep Switching to Time Machine

Yes I’m using a MacBook Pro. Any idea why it does that or how to stop it? I upload so many photos it is a pain to go through deleting two out of every three photos. I’m also not sure if it matters which ones I delete. Is one the original and deleting that restricts my editing capabilities?

I don't know anything about Macs, but I have already seen a discussion like this in this forum which I can't find just now. I hope that expert Mac users will answer your question.
Since the issue is about downloading, could you describe exactly how you are doing this.
- with cable transfer, with a card reader?
- where do you upload? A standard internal drive, a NAS?
- Is Time Machine enabled?
- Can you upload the files from your camera to the destination drive with your OS before getting them in the organizer catalog? In that case, I imagine that you would not get any duplicated downloads?

I transfer the photos from my camera with a cable. Because I also have an iPhone those photos transfer automatically as soon as the phone is near the computer.
I don’t know what NAS is or if I can
upload the files from your camera to the destination drive with your OS. Once I connect the camera to the computer the photos upload automatically .
