Adobe Photoshop Elements 11 will not start in Windows 10 v.1803? Incompatible or....?

My PS Elements 11 will not open in Windows 10 version 1803. Is the program 11 not compatible with the system? PSE 11 was used and worked in W7.

There is a memory-reporting issue between Adobe products and Win10-1803.  See here for a regedit workaround:
