adobe photoshop elements 15 organizer

I have tried to reinstall my program several times now and the organizer keeps freezing. The Import doesn't work nor to the tabs on the top such as File, Ediit...

There are several pictures that load on the grid but if I click on one of them the program freezes.

Any suggestions besides not using this feature?
