I installed free Adobe Photoshop Elements 15. When trying to open photo editor, a dialog comes up with error code 0xc000007b and the following text: Could not start the program... Organizer works. I have Windows 10 64 bit.

Try updating your visual C++ version.
To do so,
If the issue still persists, try re-installing the application.

This is sometimes caused by a component of free anti-virus or ad-aware software which may have been installed when bundled with another product update or browser add-on. Look for errors in the crash log by going to event viewer.

You may see something like:
Faulting module: LavasofTcpService64.dll
If so, remove the Lavasoft program and try launching Elements again. It may be listed as Web Companion.

I did not find Lavasoft program in the crash log, but few other errors. I just don’t understand them. I put them here, if it helps (they are partly in Finnish, unfortunately):

Those Microsoft errors may have nothing to do with Photoshop Elements. If you go back to event viewer it is possible to right-click on an error and choose Event Properties. Then go to the Details tab and you should find information on the related application or process.
One other thing to try:
Go to Windows Control panel and try a repair for each of the latest redistributable packages e.g. for x64 and x86 versions.
Control Panel\Programs\Programs and Features
Work down the list until you have tried a repair for each one – click image below.
You do that by choosing each one (highlighting) and then click the Change button. Then click Repair.
Re-boot your computer and see if that makes any difference.

Unfortunately this didn't help either. I noticed in your image the application 'Visual Studio 2010 Tools for Office Runtime...', I didn't have that. I don't know if it is necessary, but I loaded it, too, and re-loaded Elements. No help.
