adobe photoshop elements 15

Hi, I just bought adobe photoshop elements 15 and realized that the premiere did not come with it.  I wanted to have both the elements and premiere.  Can I just buy the premiere by itself since I bought the elements by itself.  I looked to find the premiere by itself but I have to buy both the combo. I don't want to have to pay again.
