Could someone give me a solution on how to take a jpeg image (of a pot hole) and transform it into a scaled drawing showing depth width etc.
I want this to show the judge !

Did you measure the hole? Sounds like it needs to be redrawn, not transformed.

Take a picture the pothole being measured with a ruler. You taking something into court? You don't transform anything...
"well mr judge man, here is a picture of an image I edited in photoshop...." Nope, do it.
"Here is a picture with a ruler showing scale" is the way to go. I know legal things: I have an advanced law degree I got from watching Law and Order on TV...

I'm actually a retired lawyer, so I am not allowed to give any legal advice. But I would follow Glenn's recommendation.
Is there some reason why you need to show a drawing rather than a photo? Does the photo not display the scale? Are you unable to retake the photo with a measure?

Dave, your photos are pretty clear to me. If you are trying to measure the exact depth or dimensions of the hole, I don't think there is any tool in Elements that would be of any use. If the hole is no longer available to photograph, I suppose you could take a photo of the same set of keys next to a ruler just to get some kind of comparison. It seems to me that there are so many variables involved with lens size, depth of field, angle of view and distance, that making a precise calculation with what you have would be almost impossible. (But I don't watch NCIS.)

It's very important to realise what "Photoshop" means to the popular mind. It means "faked photo". So if you go to a judge saying "I used Photoshop to make this picture/illustration for you", this will be understood as admitting "this is a fake photo". Just don't even think about doing this.
