Hallo an alle,

What operating system are you using?
Did you change something like the OS scaling or something that would affect the size of the photoshop elements interface?

I don't know about Macs, but in Windows a file should be opened at a zoom level of Fit to Screen. The magnification level will depend on the size and resolution of the monitor and the pixel resolution of the file. So, as Jeff suggests, if you have changed the Program window size, it will affect the size of the document displayed and the zoom magnification.
It is possible to change the zoom magnification manually but only using integers.
The only way I know of changing the zoom level to a non-integer number is by using the mouse scroll wheel to zoom. (This can be enabled in Edit>Preferences>General.) But, again, even with the mouse wheel scroll the percentage of zoom depends on the other size factors.

. . . and the size of the Zoom when opening a file also depends on which panels you have open in the Editor.

And now I have to ask why you need the precise zoom level upon opening a file?

Hello,
thank you very much for the replies.
I don't know much about Photoshop, I only use it to edit self-made product images to which I add a text field.
So that they are always the same size, I wrote down the size of the text field, but it changes when the image size is different.

I just found out that I can manually enter the zoom factor in the field at the top.
Can I also set somewhere that the images are always opened like this? Now I have to change each image individually.
