It's macOS Mojave 10.14.
iOS is the operating system for Ipads and iPhones.
The current photoshop elements 2019 is the most compatible with Mojave.

You can try any version you have as long as it's pse 6 or newer, but pse 2019 is the most compatible.
There is no version pse 6 or newer that absolutely doesn't work.
What version of photoshop elements do you have?

That should work ok on Mohave.
You might just get a warning about not being optimized, but you can ignore that warning as some parts of pse 2018 are 32 bit and won't run on the next mac os version.

Elements organizer and Photoshop 2018 are super slow (30 seconds on many clicks) with Mojave. I had to back track to High Sierra to be able to work with Elements. I own a MacBook pro. I will wait for a confirmation that it works well with Mojave before buying a 2019 version.

After installing Mojave I bit the bullet and bought Elements 19 upgrade. It seems to be quite slow and often unresponsive, as if it's going to crash (but never does). I'm intrigued by the comment about pse 2019 being "the most compatible" with Mojave. Are there bugs still being worked out at Adobe?

I’m thinking of doing a restore. I backed up my Mac the night before I updated to Mojave. Mojave was a pain to update. Was on phone with apple tech for over an hour.
Ps creative cloud does not work. Crazytalk Animator-Pipeline is so slow that it’s impossible to use. I also had Photoshop Elements installe. I uninstalled it, but it did not help.
Every time I see an Apple update, I always ask myself, “What fresh hell is this?”

I have about 200 apps installed. Of those, only Adobe's do not work properly with Mojave. So, I'm not sure we can blame Apple for that.

I use Crazytalk Animator 3.31 Pipeline. CTA3 Pipeline launches Ps for further editing. I love working with it, when it works. Adobe CC sent an update yesterday. I’ll keep you posted.

I just found this post by a general search. I also use Crazytalk Animator 3.3.3 and am new to Photoshop Elements. Pipeline launches Ps for editing but when I Save, it is sent to Private/Temp folder. I am trying to have it appear back in Pipeline where it originated. Any suggestions?

I gave in and upgraded to Photoshop CC. Now when I customize a character and save it, it updates in CTA3. I have had some issues with lagging since I upgraded to Mojave.

Elements 15 was fine with HS, but is useless with Mojave. I'll switch to another company's app until there is solid proof that some version of Elements doesn't feature an endless color wheel. It's the only app I have that seems to be incompatible with Mojave, and it's pretty infuriating.

Adobe claims Elements works with Mojave which it does if you don't mind watching the colorful spinning wheel of death after each step. I downloaded the trial version. Will not be buying the software unless I can see that it speeds up. Very frustrated tonight getting photos out for an assignment.

Does it make any difference if you disconnect your mac from the internet before using photoshop elements 2019?

I hav not noticed a difference. Going to the system preferences and
allowing Adobe access through security does seem to help but makes me
nervous. Still experimenting.

Hmm.... I'm now getting good speed on PSE 19 with Mojave. I was about to try Jeff Arola's idea of disconnecting from the internet, but I didn't have to. I wonder if it was an Apple auto-update. - I didn't download any Adobe updates. I'll keep working with it and post later
