Apply Fx to all clips on the timeline/best source for help?

How would one apply a change or Fx to all clips on the time line? 

I am making a PIP with changes in the opacity and blur effects on the second timeline to use as the background for a portrait video on track 1.

Also, aside from this forum, is there a good source of learning material for learning this program? Adobe tutorials seem to be highlights instead of in depth.

Make adjustments to first clip/highlight adjusted clip/edit/copy/highlight remaining clips to be adjusted/edit/paste adjustments/

You probably mean Premiere Elements, which has its own user to user forum:
