batch import of csv text file of IPTC metadata into Elements

I am looking to import several hundred Keywords and Categories in text delimited format into the IPTC metadata so that they can be selected where relevant in classifying images. I am not sure if the current versions of Elements allow for batch importing of this data or if not which versions of Photoshop do allow this. I seem to remember that this was a feature in the past. Any insights gratefully received.

Unfortunately, I don't know of a solution for recent PSE versions.

You probably think about an external add-on developped by John R ellis for versions up to PSE8 : psedbtool.
