Best way to organize various photo collections on a NAS for PS elements?

I have about a total of about 40,000 photos on several external hard drives and lots of cards as well as old computers and laptops in several different versions of ps elements. My organizing, consolidating and backing up has been relatively undisciplined. I recently purchased a MS Surface Studio for editing but the hard drive is not huge, so I've decided to store all my photos on a NAS. I also just upgraded to PS elements 15. Prior to loading my new version of Elements 15, I want to gather all the photos on the NAS. Can I export from the various versions of PSE and maintain the tags without inadvertently getting duplicate copies of photos if I have them in more than one version of Elements? Lastly when consolidating photos from various external hard drives, cards, and older computers can I import them all to the NAS without getting duplicates if the photo is stored in more than one place? The task seems a bit overwhelming to me and I will appreciate any advice
