Bought at Best Buy and now I'm being forced to upgrade to monthly plan

I bought Adobe photoshop elements 15 at Best Buy, as I have done in the past, and now I'm being forced to purchase a monthly app. I don't need the cloud. I just want to enhance family photos from time to time. How can I do this with out a monthly fee?

Photoshop Elements is not part of Creative Cloud; so you should be able to install the software as a perpetual licence.

After installing from disk or download it should be possible to click Sign-in and then click the button “Licence this Software”

You then enter your serial number (24 digits, no letters) commencing 1057

If you have a redemption code from best buy you will have to convert it into a serial key.
