Broken Thumbnails When Restoring PSE9 Catalog to PSE2019

Just tried restoring my PSE9 backup catalog to my trial version of PSE 2019.

Once the Restore operation was completed, about 20 pictures out of 8,000 in the catalog show the broken thumbnail image (torn piece of paper).

These images will open in the Editor and are visible in WIndows Explorer, but they will not display in the PSE 2019 Organizer.

I tried renaming the thumb.5.cache file (as recommended in trouble shooting articles) but that procedure did not change anything.

I did try re-saving one of the files from the Editor (to the same file location), and it did then appear in the Organizer.

But why is this happening, and, is there an easier way to get rid of the broken thumbnail images?

A gentleman in another thread posted a fix for horizontal lines through pictures in the Organizer.  He also noted that the same tip also works about 90% of the time for broken thumbnails.  I tried it and it did indeed fix 90% of my broken thumbnails.

The tip is to rotate the image 4 times in the Organizer.  For those images for which this tip did not work, the broken thumbnail can be resolved by resaving the image to a jpeg or psd format in the Editor.

I use Win7 Pro, 64 bit.  It already has the latest updates that are available from Microsoft.  So there are no additional updates to download.

I have also tried repairing the catalog, even though PSE 2019 reports there were no errors in the catalog.

Following the catalog repair, I ran the Optimize tool for the catalog - it ran to successful completion.

However, none of these additional operations have restored the broken thumbnails.  The broken thumbnails (jpeg) open successfully in the Editor.  If I re-save the file to a jpeg or psd format, a thumbmail image will appear in the Organizer for the re-saved file, but the original jpeg file still shows as a broken thumbnail.

I have about 15 to 20 broken thumbnails in a catalog that contains 7,570 image files.  Each broken thumbnail file is about 3456 pixels wide by 5184 pixels high.

I have no broken thumbnails for these same images in my PSE 9 catalog.  So, there must be some type of programming error in PSE 2019.

Can Adobe offer any additional advice on how to restore these broken thumbnails in PSE 2019?
