Can I transfer Photoshop Elements 2020 from old computer to new Surface Pro 11?

• I'm running photoshop 2020 on my old computer. Looking to buy a Surface Pro 11. Can I transfer my paid for version of PS onto the new computer or do I have to download a new version and pay for the subscription?

Here are the system requirements for Photoshop Elements.  If you scroll down the page, you will find where to check on earlier versions. A Google search suggests that Photoshop Elements might not install on the Surface which has an ARM processor. This is a link to an Adobe document that discusses app compatibility with the ARM machines.

Windows programs need to be "Installed" and generally, there is no way to transfer one Win program to another computer without having the original media with the installable file.
