Can not edit files.

I have the following problem with Photoshop Elements 14 for Windows. If I save my picture as a PDF File it is not possible that the picture is change by another person. The only one who can change this picture is me. My Question is, how can I change the permission that other people can edit the image?

These other people, do they have PSE to open files?  PDF files can be opened in PSE, Photoshop or Adobe Acrobat (full version NOT Adobe reader).

Adobe reader can open the files but it can't allow you to edit them.  It is just a reader.

Please explain if this is not what you are asking about.
