Can Photoshop Elements 10.0 (20110831.m17215) be upgraded or should I buy the 2019 version?

No.

You can get a special 'upgrade' price (20%) for having an older version, but it would be still better to take advantage of the special prices for the Christmas period (-30%)

. . .  An "upgrade" does not affect the original installation of the older version.  You can have both versions present on the same computer.
