I am looking at upgrading to Photoshop Elements 2020.1, but was wondering if it was time to move to Lightroom. The main reason I am interested in changing is the ability to use Photoshop Templates in Elements. Is that possible.
What kind of "templates" do you mean? I think hatstead is referring to templates for printing labels and suchlike. I think 99jon is referring to actions which are used to create a certain "look" or effect for an image. It may also refer to design templates that have a number of other uses.

I frequently use Photoshop templates from Avery in Photoshop Elements - no problem.
Suggest that you download the free 30-trial of PSEv.20 to evaluate it for your purpose.

PSE 2020 will involve an up front cost - one time.
A Photography plan with Lightroom Classsic would give you access to the full Photoshop - for a monthly subscription.
In adittion to available templates Photoshop lets you receord your own actions which can't be done in PSE.
