Can someone help me how to deblurr and clarify lisence plate from surveillance videos and images?

The car is parked and it is night time.I can see the registration plates on the camera footage but can not nearly see the numbers.The plates are fluorescent and with lights on them when driving.It is blurred and dark.Please help.Thank you very much.I need help to deblurr and clarify the lisence plate.I have only iphone 5s do not have pc.Thank you again.

Please post the license plate. You can do that via the "Insert Image" icon at the top of the reply box here on the forum. However, you can not do it via an e-mail reply.

Do you have PSE? Version?

Iphone does not show the upload  image icon to upload the videos and photos.I appreciate very much your help.I will get tommorow to pc and send you the photos and videos of the car.Do I upload the videos on the same icon or I should sent them somewhere else.Thank you.

In the area behind the numbers 18 I see a white rectangle. There is no information that is captured by your camera.

Thank you.Where did you see those numbers are those the two last digits of the license plates?I have few motion videos if u can look them also when its coming and leaving

license plates are in the form of ex.  SK 546 LF so the first and last two are letters

In the still picture I don't see a license plate with digits on it, blurred or not blurred.

The video does not help, and the most salient feature is spam.

I got confused by your answer.You said that after the numbers 18 you see white rectangle.In fact,after wondering for about an hour where the heck did you find those numbers,because I could not get anything,I realized you were talking about the date numbers on the camera,and that you can not see the license plates it's all white.Ok.Back to nothing.I already knew that I can not see the plates and that is why I asked for help.I am even more sorry.But, what can I do.Yes,luck is something I will need.Thank you for your time.

It is practically impossible with mid to low resolution camera Image.0,05% get resolution and that is clarified image.Which was one resolved image out of twenty.
