Your free choice if you don't want to pay the upgrade to PSE2018 is to download the DNGconverter mentioned in the above faq.
That independent software (not a plugin) can batch convert a whole folder of raw files to the DNG raw format that PSE13 can read and edit. An additional (batch) step, but free without loss in quality.
