Can't select a layer

I have Photoshop Element 2019. It has been deteriorating over the last month. First It crashed everytime I added graphics to a page on a photbook. Now when I select a layer by clicking on it, I don't see the handle. I can delete the layer but I can't resize the layer by dragging a handle.

Hi Kathie, have you tried turning your computer off and then re-starting it?

Are you on Expert tab?

Have you activated the Move tool?

I am in Advanced mode while editing the photobook. The move tool is activated. I have used photoshop elements for about 10 years.
