Can't sign out of PSE13 to move to a new PC. Get err message "please connect to Web & retry"

Can't sign out of PSE13 to move to a new PC. Get err message "please connect to Internet & retry". Yet I can watch YouTube tutorials in Chrome. The browser doesn't seem to have a problem with the Internet. I was told to try here because 13 is no longer supported.

Why do you need to sign out of the program?  If you are having problems moving to another computer and signing in because you have too many activations, you can always contact Adobe Support and tell them to reset your activations.

 

You might also want to look at this Adobe Helpx article, particularly the instructions for resetting your Hosts file.
