Can't zoom in while cursor is on screen

While using adobe photoshop ver. 22 I didn't have a problem zooming in while the cursor is on screen... for some reason I can no longer do it on ver.23? (I use the gestures on my touchpad to pinch zoom) Can I please have assistance?

I realized the issue had something to do with windows ink... when I have it off I can zoom like normal but pressure sensitivity doesn't work

I use standard keyboard shortcts to zoom in and out (Ctrl + +++, Ctrl +  - - -  or Ctrl + 0 (zero)).
