changing from Windows 7 Photoshop 10 to Windows 10 Photoshop 2018 - how to do it?

[Moderator moved from Photoshop for Beginners to Photoshop Elements.]

Shortly, I hope, I will be migrating from Win 7 Photoshop 10 to Win 10 Photoshop 2018. I have approx. 39000 photos in several hundred folders in C:Pictures. Do I just copy the C:Pictures folders over, download Photoshop 2018 and let it create a new catalog etc?
