changing shape border color

I'm working with Photoshop Elements 6

I've created a round rectangle. I want the shape to be black with a white border. However whenever I finalize and save, my white border disappears and I'm just left with a black shape. Edit > Stroke is'nt highlighted, and for the life of me I can't figure out how to change it.

Whenever I change the colors from black and white I dont seem to have this problem. How can I change/modify the BORDER COLOR of my shapes?

Steve,
Another way:

- Simplify the shape layer and Ctrl-click to select it.
- Add a blank layer below the shape layer.
- Select>Modify>Expand.
- Fill expanded oval with white.

Edit: In the first step there is no need to simplify the shape layer. Just do the Ctrl-click to select it.

Brain fart, I figured it out. I had to change the position of the line. Thanks for the help, very much appreciated.

That's what I was looking for thanks! Except I noticed that the smallest it can go is 1px. Thats a little too big for what I'm looking for.

Is there a way to make the border smaller? I'm looking for a very thin line

Steve,

1. Simplify the shape layer, and Edit>stroke will be available
2. CTRL+left click the shape layer in the layers palette - should see marching ants
3. Edit>stroke - ?outside
4. If your background is white, you will not see the white of the stroke - need contrast
