I have Photoshop Elements 2022 and I need to rotate a cloned item. I'm making a renewing copy of an old 179 year old document and the decorative items follow a semicurcular path at the top of the document. I clone stamped all the verticle items but these items start curving at the top. I read on-line that there is a way to do this with the shift and arrow keys but it doesn't work on my 2022 version. When did the sample rotate feature start/ Are there software updates that I can download?

AFAIK, the rotation method you may have read online only applies to Photoshop CC, not Elements. However, you can apply your cloned pixels to a new layer and rotate the cloned sample by transforming it (using Ctrl+T) and rotating the layer.
