First try resetting the Clone Stamp Tool by click on the small down-turned arrow at the left end of the tool options bar and clicking on Reset Tool.

If that doesn't work, then reset the pse 9 editor preferences by

Pressing and holding down the Shift+Alt+Ctrl keys just after starting the launch of the pse 9 editor.

(you have to be quick about pressing the keys or you won't get the dialog as below)

Keep holding the keys down until you get a dialog asking if you want to Delete the Adobe Photoshop Elements Settings File

Press Yes

I suggest you enter "clone stamp program error" in the search box. There are many previous forum posts about this problem. The search results also turn up Photoshop CS, so you might want to click show results for Photoshop Elements.

I looked at a few to see how others have resolved your problem.

In particular,  Photoshop Elements 8. "Could not use Clone Stamp Tool because of a program error." Please help.

As a last resort, reinstall PSE9.
