Code error 7 / DF024 ssleay32.dll

Hello,

I do not install photoshop element because i have got an error code "7" with error "F024".

the file name is "ssleay32.dll and I do not move it !  = No process

I have got OS windows 7 pro in 64bits.

Someone help me please
