Using Photoshop 15 and my colors are applying like watercolors- too transparent when I accidently over lap while applying color. How do I fix this?

Please post the steps in your work-flow so that we can try to pinpoint where the problem may arise.
Please post the sequential steps and the tools that you are employing.

Nothing fancy. I load the file. Select the layer I'm working on. Load the color I'm using. select the basic brush and start applying the color. But when I over-lap the color, the overlap is VERY obvious when I shouldn't see any at all. I'm using all default settings. I'm still fairly new to this version having upgraded from 10. What I don't understand is the opacity setting is at 100% and the color is still transparent - it's like using markers vs gouache where you see through one and not the other.

Try opening a blank layer at the top, set the blending mode of the layer to "Color", then paint over the designated area.
Also double check that you are using the plain brush tool, not one of the others that reside in that slot.

I added the layer on top.I turned off all the other layers except my white background. I went to the color swatches and chose from the default colors- the dark almost navy blue. I set the layer to 'color' like you said. I went to the prest for basic brushes and selected size 32 so it would show up. Nothing is showing up. I change the layer back to :normal' and I get the blue with over lap.

The default colors are Foreground=Black (not almost navy blue), Background=White.
Press keystroke D and check if the foreground is still blue.
If it is, I suggest to reset global preferences to default. To do that, go to Edit>Preferences>General and look for this:

hatstead, that seems to have fixed it. Still don't know what was messed up, it's working okay now. Thanks everyone!

In the Photoshop apps both the layers and the brushes themselves can have different blending options. Set your layer back to Normal blend mode. Select the brush and in the brush settings make sure that the brush is also set to Normal as well as 100% opacity.
