my copy of Elements 13 is now running an update EVERY time that I open the program. There is no way of contacting so-called support, does anyone in the forum know of a solution? I've run Elements 13 since 2013 on a Windows 10 machine without any other problem.

Hi,
Do you get the update message when loading the organizer, editor or either?
The update message usually tells you what it wants to update - what is the update?
When you allow the update to proceed, does it complete successfully?
Which version of Windows 10 are you running on?
[Go to Start -> System -> About, scroll down to the Windows Specification, you should see version number (e.g. 1703 or 1709)]

Thanks Brian.
I get the update message with editor and organiser. It says that it is updating Elements 13.1 and Camera Raw 9. At the end it claims to have been successful but when the program is next opens it starts all over again.
My version is Windows 10 version 1703, fully up-to-date.
I have tried uninstalling the software, rebooting and re-installing it but it still happens and I've tried updating Adobe update manager (as per Peru Bob) but that didn't work either.

I have just looked at my PSE 13 application and found that it was at version 13.0. I tried doing an update but it always fails and repeats the update offer the next time. I'm not too worried about my system at the moment as it is only a test system.
Can you see what versions you have installed.
Load the Editor, and go to Help -> About Photoshop Elements - the last version was 13.1.1
Now go to Help -> About Plug-Ins -> Camera Raw - the last version for PSE 13 was 9.0
If both versions are at the latest, then there are unlikely to be any further updates so we could try turning off the update request.
In the Editor, go to Help -> Updates and click on the Preferences button at the bottom of the Manager window. Uncheck the Photoshop Elements options (probably two of them), click on OK and close the Manager window. Restart PSE and see if you get the update message.
By the way, I suggest you go online and change your screen name in your profile. You are in danger of having your email address harvested and used to send spam.
