Michel,
yes I did as you suggeted in your first reaction. As you can see in the logfile a lot of actions during the conversion are succesfull, but renaming the catalog file failed. I wonder what the reason for that failure is. Have you any suggestion?
f I understand well, you get an error message (conversion failed) but you get a file named 'catalog.pse16db'.
Then, create somewhere a folder in which you'll paste a copy of that catalog.pse16db database file.
Double click on that

Did you try the following help file?
Converteer-organizer-catalogus-elements-13-64
Converting from version 4 (Microsoft Access database engine) to version 13 or newer (sqlite database engine) requires another conversion step.

Can you please make sure that previous version of photoshop elements is closed.

The old version of Elements was only active on my old computer; so that cannot be the reason for this problem.

Did you use the conversion tool described in this paper?
Convert-organizer-catalog-elements-13-64
I did, and that worked perfectly for my PSE4 files.

Then, create somewhere a folder in which you'll paste a copy of that catalog.pse16db database file.
Double click on that file. I hope that will open the organizer 2018 with the converted catalog. Wait for the other missing catalog components to be re-created from scratch (thumbnail cache...)
If that works, the new folder is the converted catalog. It is in 'custom' workspace, so you might want to move it to the default catalog location from the menu File > Manage catalogs with the button 'Move' which will open a submenu to move the catalog either for you or for other users of your computer.
Edit:
I just managed to convert an old PSE5 catalog.
Using the converter software, I got a new folder with a catalog.pse13db file (version 13 - 64 bits format).
Using File > manage catalog in PSE2018, I did a catalog conversion to version 2018 which was successful.

Michel,
thanks for your advise; I managed to convert the old catalog to Elements 2018 in the way you suggested.
