Creating icon in Elements 9

I'd like to create an icon, using a .png or .jpg file oas the source, in Elements 9 on a Windows 10 platform. I downloaded and installed the (32-bit) "ICOFormat.8bi" plug-in from Telegraphics, but "ICO" does not show up in the options under "Save As." In the meantime, I've created the icon desired using Irfanview, but still wonder if there isn't a way to do it using Elements and the plug-in.

Windows 10 is most likely 64 bit. Check yours here:

To check whether you're using a 32-bit or 64-bit version of Windows 10, open the Settings app by pressing Windows+I, and then head to System > About. ... It will show you two pieces of information—whether you're using a 32-bit or 64-bit operating system and whether you have a 64-bit capable processor.
