Cropping and pasting a photo

I have adobe photoshop elements 12.  What I am trying to do is take a 4x6 photo, and crop it to 3.25 x 3.25.  Then I need to take my cropped picture and paste it onto a blank, white 4 x 6 photo.  This way the developer is able to print my cropped photo as a 4 x 6, and I just trim away the white to get my 3.25 x 3.25 size.  I cropped my photo, but then can't figure out how to open a blank 4 x 6 and then how to copy and paste my cropped photo to the blank, new 4 x 6.  Can anyone help me?

- Use the crop tool, select and crop your 3.25 x 3.25 area.

- File >> duplicate

- Image >> Resize >> Canvas size. Set the dimension to 4 x 6, centered, with white background.

- 'Save as' the duplicate and pay attention not to save the temporarily cropped original.
