I have the Mac/PC version of Photoshop Elements 9. I have just installed it on the machine I now have and it's telling me I can't because its already installed on other machines. Thats as maybe but how do I deauthorise computers I had some time ago? I always erase HDDs before sale so there's no way anyone else has the benefit of this

Adobe Customer Service (Support) no longer has the ability to reset activations.
The only way to deactivate is if you can open the program on the computer that you want to deactivate.

how do I deauthorise computers I had some time ago? In your case: You don't. Version 9 is rather old- it came out about 14 years ago.
