This is an Adobe user to user forum.  I have deleted your screenshot which contains your personal information and an invoice from the Microsoft Store for Elements 2020.  The error code you describe is a Microsoft error.  See this article for some potential solutions.  Otherwise, I suggest you contact Microsoft Support.
