Directx with PSE8

I have installed Photoshop Elements 8 on my PC. When I access it says 'Directx could not be initialised. Please be sure that it is installed on your system. You can download the latest Directx installer from  microsoft.com/directx'. I am running Windows 10 Home. I have downloaded Directx twice from different locations but the message still comes up. Any ideas?  Alan

You probably just need to enable Direct Play as explained in the link below:
