Disappearing Lesson Files

I have Adobe Classroom in a book. Trying to import lesson 1 from download. I can find the file in Windows 10 File Explorer but when I try to import it to Photoshop Elements, it cannot be found using the same path I used to find it in Explorer. I have two drives on my PC. Programs are on "C" and data is on "E". I've tried everything I know how to get to the files on PSE.

Is the downloaded file possibly a zipped file that you need to extract before it can be used in PSE?  In the Explorer View panel, make sure that the File name extensions box is checked so you can see what kind of file has been downloaded:
