Docking a panel

In PSE 2022, how can I dock the color panel above the layers panel on the right of the workspace? When I click on the current colors below the tools on the left the color picker opens and I can drag it round the screen, but I cannot find a way to dock it in the right hand panel. Thank you for any advice

The Color Picker dialog that comes up when clicking on one of the tool panel color swatches is modular

so it can't be docked.
