I have PSE 21.  It doesn't seem to support raw files from Canon R7 - I'm not really keen on using workarounds or dng converters.   I have the updated version of Camera Raw.

What operating system are you using?

If you follow the diections here and install camera raw 14.5 or 15.0, then you should be able to open your Canon R7 files

You have to follow the instructions from the link in Jeff's post exactly.

This requires you to copy the Camera Raw.8bi file from the

C:\Program Files\Common Files\Adobe\Plug-Ins\CC\File Formats folder to the

C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 19\File Formats folder.

(You may have been confused by the fact that Elements 2021 is actually version 19.)

If that doesn't work, then also copy all of the .dll files between the same folders.

I have the latest version of camera raw already and I'm using Windows 10.  I'll try your instructions and see whether that helps.

Update:  Camera raw 15.0 is installed.  PSE 21 still doesn't open Canon R7 raw files.

If in the photoshop elements editor you go to Help>About Plug-in and click on Camera Raw, what version does it say?

Ah, it says camera raw:  version 13.0.0.612

I didn't think to look here.  Is it possible to update this?

Thank you SO much.  You're right, I didn't get to the correct version initially.  I just did it correctly, and it works.  I appreciate your patience.
