Download for Elements 12, not available in English

I am own Elements 12 on an old computer and trying to move it on to a new windows 10 machine that has no dvd drive.  When I try to download online, it says that it is not available in English.  Why is this?

There are two files to download, the bigger one  1of 2 ( 1.16 gb) the actual pse 12 installer and the smaller 2 of 2 file (1.5 mb) the extractor.

After you download both files, double click on the smaller file PhotoshopElements_12_LS25.exe to start the install process.

You can choose a language during installation, which includes English.
