Download Manager for Photoshop Elements & Premier Elements 2019 Broken

The download manager progress bar just casually moves across the screen and the progress says nothing more than "Please Wait.  Preparing download and contacting download server."

I have tried several times from home, with no success.  I have rebooted several times with no change.  I have moved my computer to the University where I work and still, no change.  I have left this download manager for over and hour on 3 separate occasions, still no change.

My computer is less than 3 days old and cost over 3k.  The problem is not on my end.  If no one has a solution, can you please direct me to a phone number with Adobe so I can get my money back.
