Downloading PS Elements 19

I'm having issues getting my PS Elements 19 to install to my new laptop. I have the DVD and tried from my Adobe account but when it gets to the installer popup, it goes blank. When I click the X it gives me the Quit/Not Quit prompt but it won't actually install. Does anyone know if there's a workaround this? Adobe CS wasn't able to help me.

Have you installed all of the system updates, in particular video card/ video driver updates?

Yes, they're all up to date.

What OS are you using?  And when you say version 19, are you referring to Elements 2021? If you are on Windows, try downloading and installing the Microsoft Visual Studio 2013 package.  Download both the x86 and x64 versions of the file to install.

I'm running Windows 11 and trying to use Photoshop Elements 2019

Downloading the Microsoft Video Studio package 2013 may work for Elements 2019.  If that doesn't solve the problem, try installing the program in Compatibility Mode. (Right-click on the Setup.exe file and choose Properties.  Then follow the instructions found here.)

I have no idea but nothing is working. I included a screen recording. Hopefully that comes through.
