Drawing tablet tracking off with high DPI settings

I'm using Photoshop elements 2013 with high DPI scaling overide so I can actually see anything on my monitor. I've recently tried using an xp-pen graphic pen tablet G430s, it tracks normally up until the point I try to draw or use a tool on photoshop. When I try to draw with the pen, it starts drawing off the canvas and to the botom right of the picture. It acts and draws normally when I change my computer scale form 300% to 100%, however I can't see or read any of the tools or icons.

Is there any way to correct the tracking issue without changing the scale every time I want to use photoshop? Thank you in advance.
