Dropping files into photoshop elements 15 after upgrade to Sierra

i recently purchased photoshop elements 15 and completed a system update to sierra and now I cant drop photos into the  application as before.

I usually drag an image on to the Editor icon in the dock and it works.

Launch Photo Editor

While the app is open, right-click (control-click) on the dock icon and choose:

Options >> Keep in Dock
