Lost my whole effects panel...effects, filters and styles...
Deleted thumbdatabase and mediadatabase etc...didn't help.
Elements 14, Windows 10
Installed by download (which I no longer have) If I have to reinstall is there a link I can use?

Try resetting the Preferences:
Preference settings control how Photoshop Elements Editor displays images, cursors, and transparencies, saves files, uses plug‑ins and scratch disks, and so on. If the application exhibits unexpected behavior, the preferences file could be damaged. You can restore all preferences to their defaults.
Note: Deleting the preferences file is an action that cannot be undone.
Do one of the following:
A new preferences file is created the next time you start Photoshop Elements Editor. For information on a specific preference option, search for the preference name in Help.

Sadly...resetting preferences didn't help either...
I installed as a download from B&H...so, as I
understand it, the standard reinstall procedure from Adobe doesn't work. I think the original installer file bit the dust when my old laptop did. Have contacted
Adobecare...Still baffled by the symptom. Could installing elements+
possibly have anything to do with it?

Interesting...Elements was able to rebuild the effects and content file after I uninstalled the latest iteration of elements+...
Effects panel is fully functional and I'm back in business...
